权力转移导致中美战略竞争加剧,维护中美战略稳定成为攸关中美关系发展以及世界和平与稳定的重大问题。构建中美核战略稳定性框架是实现中美战略稳定的基石。传统战略稳定理论主要基于美苏两大对称性阵营的敌对关系,对于不对称性和动态权力转移背景下的中美核战略稳定性的理论解释力和实践指导性不足。基于非对称战略平衡视角,中美核战略稳定性框架应以保证中国第二次核打击能力为基础。在机制层面,中美要加强交流、协商和谈判以建立相关机制,逐渐形成中美核战略关系的共识,推动达成稳定中美核战略关系的协议、条约等法律性承诺,从而构建稳定中美核战略关系的政治框架。在结构层面,中国无需谋求与美国对等的核力量。统筹考虑军事效用和政治效果,构筑包括核实力、核威慑决心和核威慑信息传递的完备核威慑战略,确保处于弱势的中国拥有对美国进行核反击造成美不可承受损失的能力,是实现中美核战略稳定的关键。  相似文献

The usage of herbal incenses containing synthetic cannabinoids has caused an increase in medical incidents and triggered legislations to ban these products throughout the world. Law enforcement agencies are experiencing sample backlogs due to the variety of the products and the addition of new and still‐legal compounds. In our study, proton nuclear magnetic resonance (NMR) spectroscopy was employed to promptly screen the synthetic cannabinoids after their rapid, direct detection on the herbs and in the powders by direct analysis in real time mass spectrometry (DART‐MS). A simple sample preparation protocol was employed on 50 mg of herbal sample matrices for quick NMR detection. Ten synthetic cannabinoids were discovered in fifteen herbal incenses. The combined DART‐MS and NMR methods can be used to quickly screen synthetic cannabinoids in powder and herbal samples, serving as a complementary approach to conventional GC‐MS or LC‐MS methods.  相似文献

A nontargeted approach based on liquid chromatography equipped with a quadrupole time‐of‐flight mass detector (LC‐MS Q‐TOF) joined to nuclear magnetic resonance (NMR) analysis allowed rapid identification and quantification of the anti‐inflammatory drug aceclofenac in illegal Adderall tablets. The largest chromatographic peak had m/z = 354.030 and m/z = 376.012 matching, respectively, the ionic structures (M + H)+ and (M + Na)+ of a molecule M. The accurate mass data generated the molecular formula C16H13Cl2NO4. A screening of the pharmaceutical active substances having that molecular formula together with the MS/MS fragmentation pattern suggested aceclofenac. Aceclofenac structure was unambiguously confirmed by 1H and 13C NMR experiments. The aceclofenac content was 90 mg/tablet (RSD 2%) as detected by quantitative NMR. Information on the identity and content of illegal drugs is required for legal purposes; it supports in evaluating the effective impact on users safety, and it is useful for control laboratories using a targeted approach in their analytical activities.  相似文献

Forensic laboratories do not have the infrastructure to process or store contaminated DNA samples that have been recovered from a crime scene contaminated with chemical or biological warfare agents. Previous research has shown that DNA profiles can be recovered from blood exposed to several chemical warfare agents after the agent has been removed. The fate of four toxic agents, sulfur mustard, sodium 2-fluoroacetate, sarin, and diazinon, in a lysis buffer used in Promega DNA IQ extraction protocol was studied to determine if extraction would render the samples safe. Two independent analytical methods were used per agent, selected from GC-MS, 1H NMR, 19F NMR, (31)P NMR, or LC-ES MS. The methods were validated before use. Determinations were carried out in a semi-quantitative way, by direct comparison to standards. Agent levels in the elution buffer were found to be below the detectable limits for mustard, sarin, sodium 2-fluoroacetate or low (<0.02 mg/mL) for diazinon. Therefore, once extracted these DNA samples could be safely processed in a forensic laboratory.  相似文献

Abstract: We tested the hypotheses that foraging insects can acquire human DNA from the environment and that insect‐delivered human DNA is of sufficient quantity and quality to permit standard forensic analyses. Houseflies, German cockroaches, and camel crickets were exposed to dusty surfaces and then assayed for human mitochondrial and nuclear loci by conventional and qPCR, and multiplex STR amplification. Over two experiments, 100% of insect groups and 94% of dust controls tested positive for human DNA. Of 177 individuals, 33–67% tested positive and 13 yielded quantifiable human DNA (mean = 0.022 ± 0.006 ng; mean dust control = 2.448 ± 0.960 ng); four had at least one positive allele call for one or more locus; eight others showed multiple peaks at some loci. Results imply that application to routine forensic casework is limited given current detection methodology yet demonstrate the potential use of insects as environmental samplers for human DNA.  相似文献

核工业是实现我国能源可持续发展的重要支柱,对保持我国核大国地位,维护国家安全,推动经济发展起着非常重要的作用。然而核电工业的发展又面临着核损害事故的风险。因此,核损害赔偿法律制度对于核电事业的建设与发展至关重要。2018年起正式实施的《核安全法》对核损害赔偿问题进行了原则性规定。我国现行核损害赔偿制度依然不成体系,存在专门立法效力层级过低,原则性规定可操作性不强,内容不够完善等问题。建立健全核损害赔偿法律制度有利于保障核电事业的健康发展,能够依法尽可能地补救损害所产生的后果,同时有助于完善我国核法律体系,更为适应核电"走出去"的新形势。在现有制度的基础上,我国未来核损害赔偿法律制度要明确制度目标与宗旨,界定核损害的定义与范围,确立营运者严格责任制与唯一责任制,提高营运者责任限额并实行财务保证制度,建立健全核保险,确立并细化国家补充性赔偿责任。  相似文献

Since the termination of its nuclear weapons programme, commenced in 1989 and verified by the International Atomic Energy Agency's (IAEA) in 1993, successive South African governments have consistently advocated the country's commitment to nuclear non-proliferation. South Africa has secured a niche role through norm construction and state identity for itself through its nuclear diplomacy with the IAEA. The article explores aspects of South Africa's nuclear diplomacy with the IAEA as an example of niche diplomacy. Therefore, it traces South Africa's diplomatic relations with the IAEA, starting with the IAEA's verification process and the implementation of a Safeguards Agreement (1989–1994) through the conversion of South Africa's research nuclear reactor (1991–2005); South Africa's position on greater representation for developing countries on the IAEA's Board of Governors; its ambition to be elected to the position of IAEA Director General (2008–2009); and its refusal to support the establishment of a nuclear fuel bank in Russia under the IAEA's auspices (2009–2010).  相似文献

Compliance with universal norms is one of the most important aspects of the global order. Iran, through the conduct of its nuclear programme, is seen as a challenger of the global non-proliferation norms, which enjoy almost universal recognition. South Africa's policy on Iran has been extremely puzzling — a rising power in the international system, subscribing to a global norm of nuclear non-proliferation, but challenging the interpretation and application of that norm. This contribution asks why this is the case, and demonstrates that South Africa's policy towards the Iranian nuclear programme has been clearly marked by a strongly held belief regarding the value of negotiations, a distrust of the global North, and a preference for a wide multilateral approach in institutions.  相似文献

目的对研制的二乙酰吗啡盐酸盐标准物质进行定值,并评定定值结果的不确定度。方法采用定量核磁共振法和质量平衡法进行定值;采用液质联用法用于有机物杂质的定性分析,采用电感耦合等离子质谱法、离子色谱法、顶空-气质联用法和卡尔费休滴定法测定无机阳离子、阴离子、挥发性有机溶剂残留和水分等杂质的含量。结果定量核磁共振法的纯度为95.6%,不确定度为0.13%;质量平衡法的纯度为95.3%,不确定度为0.93%。结论二乙酰吗啡盐酸盐标准物质的纯度值为95.6%,扩展不确定度为1.2%(k=2)。  相似文献
